- Article 1: Initiators
- BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE, hosted by Hong Kong Alliance of Technology and Innovation and sponsored by the Bank of China (Hong Kong) Limited, is a non-governmental merit-based award.
- Article 2: Missions
- BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE aims to reward outstanding scientists and research teams who have made significant contributions to the science and technology innovation as well as the transformation of scientific and technological achievements in Hong Kong.
- Article 3: Principles
- In line with scientific and rigorous standards, the operation of BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE will performed professionally, objectively, and fairly. An independent review procedure has been formulated. No organization or individual shall exert undue influence on the review process.
- Article 4: Award Target
- Awardees should support the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and hold high social morality and professional ethics.
- Technological innovation or scientific research work that is subject of an award has been primarily completed in Hong Kong.
- The review committees have been tasked with a preference for scientific and technological innovators who are under the age of 50 before the deadline for nominations, in order to encourage young people to devote themselves to scientific and technological innovation.
- Those who have already won this prize will not be considered within 5 years.
- Article 5: Eligible Fields
- BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE is open to fields of Hong Kong's scientific and technological innovation, including but not limited to Artificial Intelligence and Robotics, Life and Health, New Materials and New Energy, Advanced Manufacturing, FinTech.
- Article 6: Awardees
- No more than 5 persons (or teams) per year. Every award field reward should not be given to more than 1 person (or team).
- Article 7: Award
- Each awardee will receive HKD 2,000,000, a certificate, and a trophie.
- Article 8: Organizational Structure
- The Board of Hong Kong Alliance of Technology and Innovation (The Board) is the highest decision-making body of BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE. The Board consists of a Review Committee, a Compliance Oversight Team, and a Secretariat.
- Article 9: Function of The Board

The Board shall be responsible for reviewing and interpreting the articles of the Charter; suggesting important scientific research fields for THE PRIZE; appointing members of the Review Committee and Compliance Oversight Team; setting requirements of nominating experts; verifying and approving the final review results. All decisions by the Board regarding the award are final.
- Article 10: Review Committee
- The Review Committee is the implementing agency of review for the BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE. It shall be responsible for implementing the articles of The Charter and implementation rules of this award, performing the review role and selecting the final candidates for approval by the Board.
- The Review Committee will set up several panels according to award fields correspondingly; and consist of experts with great academic, specialist or professional standing and high integrity.
- Article 11: Compliance Oversight Team
- The Compliance Oversight Team is the inspection body of the BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE. It shall be responsible for overseeing the selection and review process and providing expert advice to ensure the credibility of the award.
- The Compliance Oversight Team consists of professionals in law, finance, auditing, and public affairs.
- Article 12: Secretariat
- The Secretariat is concurrently the one of Hong Kong Alliance of Technology and Innovation. It shall be responsible for implementing the decisions of the Board, the Review Committee, and the Compliance Oversight Team; shouldering the duty of liaison and coordination between the Board, the Review Committee, the Compliance Oversight Team and the sponsoring agencies; organizing and managing the of evaluation activities; organizing the award ceremonies, holding interdisciplinary academic activities and science popularization activities.
- Article 13: Candidates
- Candidates for the BOCHK SCIENCE AND TECHNOLOGY INNOVATION PRIZE are nominated. Each nominator can nominate only one candidate or one candidate team per year (the maximum number of people nominated as a team is five).
- Article 14: Nominators
- Anyone can be a nominator. Scientists, and entrepreneurs and senior managers from scientific and technological institutions are particularly welcome.
- Self-nominations are not allowed.
- Article 15: Review Process
- The review process consists of three phases, including pre-selection, pre-review and final review.
- Pre-selection shall be conducted by the Secretariat for conducting due diligence investigation.
- Pre-review shall be conducted by review panels on each candidate's credentials, scientific and technological innovation achievements, etc.
- Final review shall be conducted by the Review Committee on candidates who have passed the pre-review. In this round, the final candidates of the award will be selected for approval by the Board.
- Article 16: Review Criteria
- The review shall make independent judgments and objective evaluations by assessing candidates’ scientific and technological innovation achievements, the transformation of the achievements, and the social and economic value created.
- Article 17: Announcement
- The awardees’ names, institutions, and award fields shall be announced through the official channels.
- An award ceremony will be held every year. Representatives of The Government of the Hong Kong Special Administrative Region, the Central Government agencies in Hong Kong and the sponsoring enterprise, and numerous celebrities will be invited as officiating guests.
- Article 18: Disclosures and Abstentions
- Members of the Review Committee are required to disclose any potential conflict of interest before conducting the review. Conflicts of interest may include but not limited to, colleagueship, teacher-student relationship, familial ties, collaboration for project or publication (within five years of the last collaboration), business partnership, rivalry, nomination, or recommendation. If any familial ties exist between the reviewers and candidates, the reviewers will abstain correspondingly. The Review Committee will decide on the specific implementation of any abstention.
- Article 19: Duties of Awardees
- Awardees should abide by academic ethics, uphold scientific spirit, and adhere to the integrity of academic research; attend academic communication and forums, and popular science activities when necessary.
- Article 20: Withdrawal
- If any awardee violates provisions of the Charter, the Board reserves the right to terminate the award, withdraw the prize money, certificate, and trophy.
- Article 21: Staff Responsibility
- For all personnel involved in the award work, if there is a violation of professional ethics, the Board will take relevant measures according to the situation.
- Article 22: Confidentiality
- All members involved in the award work are subject to confidentiality obligations.
- Article 23: Amendment and Interpretation
- The Charter is amended by the Secretariat and subject to approval by the Board. The Board reserves the right of final interpretation.
- Article 24: Validity and Enforcement
- The Charter shall take effect from the date of issue.
